Despite agricultural diversification, past crises, and urban expansion, it remains the dominant activity, giving the Valley its distinctive character. But this is about to change: fruit growing and agriculture are being threatened by the rapid expansion of mining and oil activity. It's the darling of the government and attracts all the attention; its allure overshadows all other activities.<\/p>\n<p style=\"text-align: justify;\">But not all that glitters is gold: mining and oil extraction severely alter the environment, which must be balanced by other activities. Their negative impact on the environment must be offset by activities that restore the soil, air, and water. Green spaces, such as recreational areas and commercial farms, are essential for maintaining a pleasant habitat. Therefore, planning is required for the use of space, the location of populations, industries, waste disposal sites, and green restoration areas. The most suitable areas for cultivation, which are increasingly scarce, must be preserved for this purpose and not fall prey to real estate speculation.<\/p>\n<p style=\"text-align: justify;\">From a social perspective, it's important to consider the negative impact of the mining and oil industries, in contrast to fruit farming, which is viewed more favorably by the population for preserving the environment and producing a healthy and delicious product. There's a certain romanticism and emotion surrounding fruit. Fruit is a symbol of the region, and the locals feel pride in their product, something that metal or a barrel of oil simply can't generate. Furthermore, fruit farming is primarily carried out by medium-sized, mostly national, companies, and there are no large foreign holdings. How much would mining and oil companies pay to have this positive image? They are typically seen by the population as those who pollute and destroy their landscapes.<\/p>\n<p style=\"text-align: justify;\">Arab countries have understood the dilemma of the oil industry, redirecting some of its profits to promote other activities. In regions where possible, they subsidized agriculture. Neuqu\u00e9n and R\u00edo Negro, which currently benefit from mining and oil activities, should also recognize this opportunity and promote agriculture. Fruit growing, with its optimal agro-climatic conditions, tradition, entrepreneurial spirit, and existing infrastructure, is best suited for this purpose.<\/p>\n<p style=\"text-align: justify;\">But fruit growing requires a significant transformation to become sustainable again and once more position itself among the most modern and competitive in the world. Traditional orchard management is no longer viable. Today, producers and business owners are needed who are open to change and efficient both in production and marketing. In other words, the sector needs a shift in focus towards greater professionalism. This also requires substantial investment to incorporate the latest technologies, adapt orchards to modern training systems, renew plantations, and implement varietal replacement. Because the private sector typically lacks sufficient funds and financing options, the provinces should assume this role. The national government has reduced and simplified taxes and procedures, but there is still a long way to go. The central government is focused on other issues; its fiscal situation, the fight against inflation, and external commitments leave little room for action. The provinces must take on this responsibility, as they are the most invested in and would benefit most from a recovery in this sector.<\/p>\n<p style=\"text-align: justify;\">Governments should not be tempted to use resources for short-term measures or those that merely add a superficial touch without addressing the real problem. Examples abound: expanding the public sector workforce, creating new offices, constructing ostentatious buildings, purchasing trucks, hiring expensive consultants, commissioning studies and research of which there are already more than enough, and so on. Among the actions that local governments should be promoting are lowering provincial and municipal taxes, establishing lines of credit, renewing crop varieties, and improving infrastructure.<\/p>\n\t<\/div>\n<\/div>\n\n\n\n\n<div class=\"wpb_text_column wpb_content_element  wpb_animate_when_almost_visible wpb_fadeIn fadeIn\" >\n\t<div class=\"wpb_wrapper\">\n\t\t<ul>\n<li style=\"text-align: justify;\"><strong>Incorporation of modern technology<\/strong>: climate change and increasing market demands are forcing the incorporation of ever-increasing technology. Today, the growing frequency of extreme weather events necessitates protection against hail, frost, and increasingly intense sunlight. This is compounded by the need for efficient water and fertilizer use, as well as proper pest and disease management. All of this requires long-term credit lines, tailored to the time it takes to recoup the investment. According to INTA (National Institute of Agricultural Technology) estimates, planting one hectare of apples or pears with the most modern technology requires approximately USD 55,000-60,000. This is a cost that companies can hardly afford without external assistance.<\/li>\n<li style=\"text-align: justify;\"><strong>Varietal renewal<\/strong>: in both pears and apples, the Valley has only a few varieties, which are generally old and do not meet the demands of current markets or consumers. Furthermore, a high percentage are of inferior quality, whether due to genetics or lack of care. Today we face the dilemma of both an oversupply (of poor-quality fruit) and a shortage (of good-quality fruit). Exploring new varieties and replacing the old ones is beyond the producers' means, which is why they require financing.<br \/>\nConsumers are looking for fruit of good to excellent external and internal quality. Price is becoming less of a concern. Lower-quality fruit is increasingly difficult to find. Consumers reject it, even if it's cheap, because they end up throwing it away. They prefer to spend a little more or buy less. Furthermore, they are looking for variety. Currently, red or green apples and yellow or green pears are available. Consumers want variety, even within the same type of fruit.<\/li>\n<li style=\"text-align: justify;\"><strong>Lower provincial and municipal taxes<\/strong>: despite some improvements in taxation, taxes are still high and exceed those of our competitors. It's unlikely the national government can make much progress on this issue. However, the provinces and municipalities can, as they are the first to be interested in making fruit farming competitive again.<\/li>\n<li style=\"text-align: justify;\"><strong>Infrastructure<\/strong>: requires significant investment, especially in the road network. There are long distances between the production area and the consumption centers or ports. And the current condition of the roads is poor, in some cases terrible, even more so considering the heavy traffic during harvest time and the fact that the fruit transported is sensitive to damage.<\/li>\n<\/ul>\n\t<\/div>\n<\/div>\n\n\n\n\n<div class=\"wpb_text_column wpb_content_element  wpb_animate_when_almost_visible wpb_fadeIn fadeIn\" >\n\t<div class=\"wpb_wrapper\">\n\t\t<p style=\"text-align: justify;\">There is a great opportunity and a great task for the sector: to revive fruit farming and bring it back up to international standards. But it cannot do it alone; it requires the help and collaboration of local governments.
